EUDR Compliance Checklist

Use this checklist to assess your organization's readiness. Each category corresponds to an essential area of the due diligence system.

1. Organizational Preparation

  • ☐ Identify products in your portfolio that fall under EUDR (list of covered commodities)
  • ☐ Designate an internal EUDR compliance officer
  • ☐ Establish a budget for due diligence system implementation
  • ☐ Train relevant staff (procurement, logistics, compliance, legal)
  • ☐ Determine your organization's status: operator, trader, or SME (SME guide)
  • ☐ Register in the EU Information System

2. Supply Chain Mapping

  • ☐ Inventory all direct suppliers for EUDR products
  • ☐ Identify indirect suppliers (tier 2, 3, etc.) back to the production source
  • ☐ Collect identification data for each supplier (name, address, registration number)
  • ☐ Establish communication channels with suppliers for data transmission
  • ☐ Document the physical flow of products from source to EU entry point
  • ☐ Identify mixing points or intermediate processing facilities

3. Data Collection

  • ☐ Obtain geolocation coordinates for all production plots
  • ☐ Verify GPS data format (lat/lon for plots <4 ha, polygons for larger plots)
  • ☐ Collect harvest/production dates or time ranges
  • ☐ Obtain the correct customs codes (CN) for each product
  • ☐ Collect documentation proving compliance with the country of production's legislation
  • ☐ Verify land use rights for each production plot
  • ☐ Obtain free, prior, and informed consent (FPIC) from local communities, where applicable

4. Risk Assessment

  • ☐ Check the risk classification of countries of production (once the Commission's benchmarking is available)
  • ☐ Assess deforestation risk for each sourcing area
  • ☐ Analyze satellite imagery/remote sensing data for identified plots
  • ☐ Verify whether plots overlap with protected areas or primary forests
  • ☐ Evaluate the reliability of certifications held by suppliers
  • ☐ Document risk assessment conclusions for each lot/shipment

5. Risk Mitigation (if risk is not negligible)

  • ☐ Request additional information and documents from suppliers
  • ☐ Conduct or commission independent on-site audits
  • ☐ Verify geolocation data through independent satellite imagery
  • ☐ Consult public databases (Global Forest Watch, Hansen data, JRC)
  • ☐ Document all mitigation measures applied
  • ☐ Final decision: risk has become negligible or the product cannot be marketed

6. Documentation and Reporting

  • ☐ Submit the due diligence statement in the EU Information System
  • ☐ Obtain the unique reference number for the statement
  • ☐ Communicate the reference number to downstream buyers
  • ☐ Archive all supporting documents (minimum 5 years)
  • ☐ Implement an ongoing monitoring system for existing suppliers
  • ☐ Prepare for inspections by competent authorities
  • ☐ Periodically review the due diligence system (at least annually)
